Nope, it's not. Just because it's policed by Cheshire Constabulary for convenience, doesn't make it any less a part of Lancashire.

That's right, they're not. They're Metropolitan Boroughs, or "Unitary Authorities". They are referred to as "counties", and the situation is actually very similar to whether our nation is known as "England", "Great Britain" or the "United Kingdom", and whether you consider yourself English or British, obviously depending from where you hail.
People from Wales will tend to passionately describe themselves as "Welsh" (moreso in North Wales). People from England usually can't be d and say whatever comes into their head first. People from Real Lancashire will passionately say they are from Lancashire.
Go to the website I just linked and search "Manchester". Or "Liverpool". Or any of the places on that map.
At the end of the day, you can say you're from wherever you like, but the fact is Warrington, Wigan and St Helens (unfortunately) are all in Lancashire. Whether you put "Cheshire" or "Lancashire" on a letter going to Warrington, it'll still get there. Put "Buckinghamshire", however, and it'll head to the other Warrington that exists in this country.

Only the part of Warrington which is north of the mersey, which includes the Warrington ground, is or ever was in Lancashire.
So..... Warrington RL is in Lancashire but the half of Warrington south of the river has always been in Cheshire or Mercia to go back even further.

Cripes, do I need to write it again?

The boundaries were NOT moved. There were simply new "areas" created which overlapped counties and boroughs. Lancashire, as a county, was too big for local government to have one council, so they divided it up into the Metropolitan Boroughs. The word county was used poorly to represent these, the county itself is unaffected. Warrington has its own borough council, would you say Warrington is now in the county of Warrington?

You make a fine point. Next to at least one of the bridges is a county marker stone (I can't remember exactly where it is, but I think it's between Stockton Heath and Warrington itself) which a local taxi driver pointed out to me when we had this very discussion in his cab (The next day my first daughter was born, so I can actually name the date I had this discussion, even if it was back in 2005!). Again, though, we are faced with the dilemma... Are the little satellite towns actually IN Warrington, or simply near Warrington? They're covered by Warrington Borough Council nowadays, I'm sure, but I suspect back in the days when local pride counted for something they each referred to whatever county they were in no matter how close to the boundary they were.
Local pride, you can't beat it.
If I send a letter to someone in Warrington, I'll put Lancashire on the envelope, but if someone wants to refer to it as being in Cheshire, feel free. Most of us know where it really is.

| It's great to see ,rivalries aside just for a minute, the sides this side of the Pennines being at the top. It was said on the radio last week Bradford and Cas were the only Yorkshire teams to win in SL last week
And on the Counties isue I wish more people would still use 'Lancashire' on envelopes. Annoys me that artificial Metropolitan counties are used most commonly on addresses as it leads to a lot of people my generation referring to them as their county.
