Apparently, if I've understood correctly, Bradford have lost 50% of their SKY monies this year and next as a result of going into administration? Hence it being an outcome Hudgell wouldn't entertain - would be hard pressed to sell Rovers at a loss of half a million a year, plus the SKY shortfall (another half a million?), plus the incremental investment needed to achieve Hudgell's aim of becoming the most successful club in the British game again. Deep pockets, these new guys, to deliver all that.

No. The penalty for going into administration is a points deduction. The Bradford situation was not a simple case of just going into administration.

I'm not sure on that - it might be part of it. Do the rfl still own the lease? They had some money advanced, iirc, to prop them up to get through the one or two of the administeators ultimatums, and avoid them not completing their fixtures. Remember also, that they didn't emerge from administration. To some extent it may have been to sweeten the pill of a newco getting a 'probationary' licence. Realpolitik rather than rules is what it came down to in the end.

AFAIK the RFL still own the lease to Odsal.

Also, the deduction of Sky money was said to be a repayment of the monies lent to Bradford post-Admin to pay players wages and ensure they could complete the season.
