I get the non-fed bit. I just didn't see why they'd not be on Quota. So they do all have EU Passports, then? And have they applied for them whilst playing for Rovers, a la Mason? If so, I think Rovers have played these rules blindingly, if not sportingly, well.

Newton's mother is English so therefor he's got an English passport, Lovegrove's family, apparently, trace back to Swindon so he's got English blood but the 'Homegrown' rule keeps him off the quota list if i'm not mistaken!!

Correct, the sooner these players retire/transfer, the better as that seems to be the bit that is confusing people!! The system is a good system and will show that in a few years when these players have filtered out!! Rovers just got very lucky in their recruitment drive timing to have gotten away with this!!
They've done nothing against the rules, it's just a question of their own morals and/or ambitions to promote youth!!

Thought the Homegrown rule only applied to the Fed/non-Fed rule, surely it can't affect Quota?

You do if you got it under the "3 years at a club prior to being 21 and joining before 2008" exemption and then move clubs I think? Although tbh I've no idea how/if James Webster has that, or even if he is non fed.

James Webster (and other EU/Kolpak 2008ers) would be free to play for you as non-quota and fed-trained - as he already has done in fact on one occasion.

Technically I think he should be fed-trained as a '2008er' but as long as he stays at Rovers he has a dispensation to be [uclub[/u-trained, which us helps with that rule. As you say he'd be off quota.

Nope. That part of the rule lasted barely 6 months before the RFL had to withdraw it. The exemption stays with a player for the rest of his career regardless of whether he changes clubs or not.

| To those that are struggling to work out how Hull KR have gotten round the rules, here's a post I made whilst trying to work it out myself in the end (I think we all agreed that this is how it was done):
Due to the old "quota" system and the new "non-fed" system, their is a transitional period where exemptions will mean you can be one and/or the other.
After this transitional period, probably about 6-7 years, I think the word "quota" will no longer be used as there will no longer be a need to use it. All quota players will also be non-fed players (there will be no exemptions to the non-fed, so you can't be on the quota and not on the non-fed list).
So the lists look like this:

So really, Hull KR could technically sign ANOTHER non-fed player with an EU passport or on the Kolpak ruling! And if they get Ben Galea a Maltese passport, that would make him exempt from the quota AND non-fed status, which means they could sign another fully-fledged Aussie. Or even worse, they could sign a player exempt from the quota but not exempt from non-fed AND a player exempt from non-fed, but not the quota (say convince getting Scott Donald to come out of retirement)! In fact, they just sign a full team full of foreigners that signed for SL clubs before 2008 with Kolpak rulings or EU passports and have a full team of imports!
