Isn't that exactly the same as the inneffectual and highly contentious 'on report' that we already use?

I don't think that playing on is a good idea, they should stop play and essentially use the video ref otherwise someone could score when they shouldn't even be on the pitch!

It'll create a new set of rules for 2 games every weekend and i can't see it working.

Putting an offence on report that goes unpunished during play and results in a try and a possible ban of said player for game/s after goes against the grain though. White card or not an offence needs dealing with allowing the offended team to reap the beneifit of any punishment forthcoming not a team that plays them a week later.
