I think Daniel Anderson suggested something similar, or having a two-tier international system, which in reality, we already do. You can pay for one major nation, and if not selected, play for the 'minor' nation, but can't move to another major or minor nation once you've made your choice.
Problem is now with international sport, the rules allow you to play for a nation you have no real connection with. It's not just League, and I think we beat ourselves up too much over it when other, more high profile sports, do it even more!
(BTW, the Scottish union side have selected a Dutch born player today, wonder if they'll have the same discussions.)
