A shoulder charge is often given as a penalty, if contact with the head it will lead to a ban. The terminology used in the case review is penalty sufficient. But what if there was no penalty? They usually used words as caution or warned about future conduct on the RFL site, but nothing for the one attached. So does that mean that shoulder charges are ok if no contact with the head?

That's the point, no penalty, no caution, and no fine. Hate the rule, but if they are there you can't just ignore it.

I have to say that I think the KR chairman is spot on with that piece.
On the subject of handing down a 'penalty sufficient' verdict when there wasn't even a penalty awarded; says it all really!
