It is worth noting as well an architect is required to sign off a building on completion to pass on their consent the building can be used in it's current condition, huge liability is put onto the architects.

In some crazy attempt to justify the damage. Why was tesco (also a brand new structure) totally fine? How about the rest of the buildings in St Helens?

I wasn't aware all construction phases where complete but Building Control will still enforce Fire Safety and Safety of Places of Sport Act 1987 post construction, Building Control would be made aware of this issue and Saint's must rectify this to provide satisfaction to Building Control.

Care to explain what practical completion is? I'll save you the trouble, Practical Completion Certificate transfers possession of the building to the
client, and the Making Good Defects Certificate trigger the release of the retention.
In standard contractual form, ‘When in the opinion of the Architect Practical Completion of the Works is achieved, he shall forthwith issue a Certificate to that effect and Practical Completion of the Works shall be deemed for the purposes of the Contract to have taken place on the day named in such Certificate’.
The stadium would require this certificate granted by the Architects involved for Saints to gain possession of the stadium.

I presume Barr use their own design team to produce and over see the design and therefore they are still required as acting architects to authorize the Practical Completion Certificate and hand possession of the stadium to Saints. If this incident happened prior to completion this certificate wouldn't have been granted. And I was correct with Building Control enforcing Fire Safety and Safety of Places of Sport Act 1987 which would see the stadium unfit for use until the roof issue is rectified. You can take back your "absolute rubbish" comment now.

In a design a build contract the Main Contractor (Barr) takes full responsibility for design and construction of the project either using their own design team or using a design consultancy to aid their work,the client may have provided a design brief with initial outline plan's along with preliminary costs and possible life cycle costing but Barr will be responsible for developing the design and construction it. So yes Barr have 100% responsibility in relation to the client for design hence tender cost's being greater than traditional procurement methods due to greater risk as a result of increased responsibility on contractors.

Not quite. As a D&B contract (specific instance to the roofing), design liability will ultimately be passed onto the sub-contract installer. Invariably this will be shared with the manufacturer, who will provide the specification for the gauge of the cladding material, as well as the required fastenings and fixing centres. In tandem with this will be the design responsibility for the purlins (gauge and centres), this will lie with the structural steelwork contractor.
All of the above will be calculated/specified against the design criteria as provided by the Architect and Structural Engineer (purlins only).
