He's definitely the best of the modern era, although hooker is probably the position that's changed the most in the modern era along with the full back, so it's hard to say how a modern hooker would go 40 years ago, or vice versa.

Steve Walters at his peak had the edge over Cameron Smith IMO. Smith probably played at the top of his game for longer but for a few years Walters was a truly magnificent hooker. Watch the 2nd/3rd tests of 94 to see what he could do. He tore GB apart.
