| Exactly but that depends as well on Widnes's turnover.
Those criteria are new too. Well it really is no surprise to a flat capper like me. It also occurrs to me that it hardly encourages healthy away followings if all you are doing by attending an away match is bumping up the average attendance of a rival club.
For example any club taking 1000 to an away game would bump up the other clubs average league attendance by 100.
The turnover figure on current Championship crowds is laughable and if TV money was not allowed to be included for some current NON Relegation clubs they could not qualify either.

| where on earth did the 2,500 average fanbase come from - unbelievable that they do their best to kill te game off below SL and then turn round and state that our fanbase is not big enough to come up!
No wonder Millward was saying the crowd numbers could be important! Crazy to release this news so close to the end of the season! How many do we need to get to the last game to get a 2500 average - 10,000?

We didn't last year but who knows this year... shirt sales, lottery take up, season ticket sales were all well up on last year and we only just barely missed out last time.

Let 10000 in for a quid apiece - that would bump the average up. (Although I doubt enough would take that offer up).
What year did Widnes have the insolvency thing?
Yet again, the criteria is set to allow the club in that they choose and just exclude the rest (as was done before with ticks for distance from other clubs etc that got Celtic those crucial ticks).

| You have to meet criteria but if you read the RFL operational rules they have added a clause that the RFL can invite any foreign team to apply for a franchise so yet again its one rule for 1...

TBF you are right... the general figures are down a little on last year but we'll have to wait and see about the final figure. I don't think we have had anywhere near the number of freebies handed out this year so maybe the number of paying fans hasn't really changed???

Apparently, after the furore over the article in the League Express a few months ago regarding Toulouse's chances of a Super League license, the RFL, very quietly, amended the Operational Rules. The amendment applied to section A1:6 .............
[iLICENSING AND CRITERIA FOR A SUPER LEAGUE LICENCE
A1:6 a) There shall be no promotion or relegation between Super League and Championship
from the 2008 Season onwards. Instead for the 2009 Season and for every 3 seasons
after that, the Board shall invite applications for membership of Super League from: (i)
current Super League Clubs; (ii) Clubs in the Championships that meet minimum
standards set by the Board; and (iii) any overseas clubs invited to apply by the Board.
Those Clubs being offered and accepting a Super League Licence for 3 years shall
participate in Super League – for the avoidance of doubt, all Clubs offered a Licence
shall be obliged to re-apply for a further 3 year Licence at the end of each 3 year
Licence period. Those either not being offered a place or not accepting a place offered shall: (i) in the case of Super League Clubs, participate in the Championship; (ii) in the case of Clubs in the Championships compete in the League they are currently in, unless they are relegated or promoted in accordance with the rules below, which shall take
precedence; or (iii) in the case of overseas clubs invited to apply by the Board and who are not currently in the Super League or the Championships, the Board shall have the discretion to offer a place in one of the Championships or reject the application outright.
b The Board shall have discretion to set criteria for membership of Super League and discretion to assess Clubs against set criteria and determine membership of Super
League from 2009.
c) At least one Club that has competed in the Championships during the Licence Period 2009 – 2011 and that meets minimum standards set by the Board will be granted a
Super League Licence for 2012 – 2014.
d) For the purposes of A1:6 (a) above the applicant must submit a completed and signed application form and provide such documents, including financial records, as the Board shall at its discretion require.[/i
So there you have it. Toulouse can be invited by the RFL to apply for a Super League license and don't have to meet the criteria that all other clubs have to. If any other overseas club 'invited' to apply fails, then they will be offered a place in one of the Championships.

| Looks like this has been made up again so the RFL can pick who they like or dislike. What a set of corrupt idiots they are. The goalposts have been moved yet again. Seems even Widnes aren't cut and dry as yet. Toulouse is looking good atm.

| Hands up all those surprised!
If the licensing process is to be done correctly, transparent and for the benefit of strengthening/expanding the game, then the criteria has to be published right at the start, so that clubs know what they have to do in the next three years, so they can establish a structured business plan identifying where they need to make improvements, etc, to achieve the stated requirement.
Not months before the decision will be made and there's nothing the clubs can do to achieve the required criteria.
