I'm afraid it's not quite as simple as that.

Situation 1.
All your players are specialists in their given role. You get much more from your team because the players know their position backwards as they play there every game. But an injury to e.g. the FB during the game results in a reshuffle and the individual is quite unfamiliar with the positioning required in defence.

Situation 2.
You have several players in your squad that can rotate between 2-3 positions if necessary. The team does not play to its full potential, but injuries are relatively easily dealt with during the match.

All coaches will choose somewhere between these two extremes, and more than likely they will drift towards situation 2 because they will have some sort of plan as to how they are going to cope with an injury to their pivots.

Does Powell actually lean towards situation 1 or is it simply because it's early season with few injuries and he can play his men in their preferred position ?

Certainly a criticism of TS is that he leans much too heavily towards situation 2.
