Which is precisely why the council is attempting to create a city identity through ventures such as the regeneration of the Quays and Chapel St.
Also, I wouldn't necessarily define a city by whether it has a centre like the aforementioned. You'll find that many cities in the UK lack the kind of town centre you mention. Winchester, Cambridge and Cirencester for example.
Hey, I was under the impression that Salford people were proud of their heritage and distinction from Manchester. Perhaps less so than I thought.
