I agree with your first point. If he is exempt from the cap, he shouldn’t be allowed to play (unless of course other players leave an Cas can therefore bring him in under the cap). He shouldn’t be allowed to play if it takes Cas over the cap at the end of the season.
Your second point is flawed. There are many people at Cas, and every club, who are paid a wage but don’t count on the salary cap.

I agree with your first point. If he is exempt from the cap, he shouldn’t be allowed to play (unless of course other players leave an Cas can therefore bring him in under the cap). He shouldn’t be allowed to play if it takes Cas over the cap at the end of the season.

Don’t think so.
Dergistration isn’t the same as terminating his contract.
KR did it with Dobson and Mason didn’t they to avoid going over the quota when Dobson was injured?

Because he’s not going to play? A bit like when when the money that Leeds had already paid Segayaro was made exempt from the cap when he ran off?
The salary cap is there to make sure no club gains an on-field advantage. Clearly, as Gale won’t play Cas are unlikely to gain such an advantage. Unless we get dispensation for Gale and go and sign someone like Widdop, but I reckon that’s pretty unlikely.
I don’t know why everyone is worried about it though. Wigan, Warrington, Saints and Leeds are making use of the marquee rule so will be spending way more on player wages than Cas, even if Gale’s salary is exempt and is used to bring in another player for 2019.

This has happened numerous times by numerous clubs in the past, including Leeds in the last few years. Or is this just the recent anti-Cas sentiment that has crept in by fans of the "big clubs" on here over the last few years?
Just like there was a huge problem with Wells working for Sky but not McDermott, Carney and O'Connor when they worked/work for SL clubs...

“ Hodgson rule” from Australia? Normally only applys in Australia if the player is injured on international duty. Else they could de-register him for the whole season in which case his salary would not count on the cap?

Well if Powell isn’t worried, he should be.
Jamie Ellis is injured and looks so unfit it’s untrue. He’s also bang average at best.
Ben Roberts will be in hibernation until the sun comes out in June.
Corey Aston hasn’t played in SL and didn’t stand out in a lower division.

We could go out and sign a player under the marquee rule or even register Gale as a marquee player - even though he is unlikely to play in 2019. As a club we have always been against this approach and that is why we are seeking a dispensation ruling on Gale. The RFL will act favorably to Cas Tigers because it as created one giant loop-hole already.

That is literally what you are supposed to do
