Those who the RFL wanted in super league only had to enter a subjective licence application. Anyone they didn't want in there had to submit a quantative one which could be manipulated by being subjective of the quantative. Very clear. Do I believe that the information needed to provide a full and complete analysis of a clubs best place with in the RL structure is far too wide, far too varied, and in some cases far too idiosyncratic that it would be naive bordering on idiotic to shoehorn such a complex and varied procedure in to a tick box checklist, then yes. They could have saved time and money by not rating clubs and just picking all the clubs couldn't they? Or were they trying to give the impression that they were being fair and rating each club against each other on the same areas?

They did do this, on one part of the application process. They had another, much wider more subjective part of the process also.
