you've very nicely pointed out the basic problem with this idea; it won't work. You couldn't even put the most basic question into 140 characters, let alone a nuanced problem about a decision. It's pretty obvious that you aren't going to get any kind of satisfactory answer either; good idea ruined by the choice of the wrong format.

I'm pretty sure they are fully aware of the implications of using twitter. It's just a quick PR stunt, something to put in the press.. That's all.
