Your squad value will be above Wakefield and Widnes who are nowhere near the cap. The problem comes with how much a player (agent) demands to play for you. If a young player is offered two equal contracts; Wigan @ £30k, or Leigh @ £30k, then they're going to pick to play at Wigan almost every time. This means that Leigh (and other lower placed clubs) need to offer more money to attract a lower quality of player. The next problem Leigh (and now Salford) have is that a lack of academy means that they don't have a plentiful supply of young lads coming through the system who will want to play for their hometown club, they now need to buy every single player from somewhere else. It's no accident that the clubs with the best academies are also the clubs which are generally towards the top of the league
