if he could get a french passport then he would be classed as non-fed trained like RER said. But according to link AF put up he isnt eligible for france due to his french parentage being right back at great-grandparent level, so he wouldnt be eligible for a french passport and would be full quota.

They use the grandparent rule, yes, but when you represent one ry in football then you just cannot change your mind and play for whomever you like.

I believe that the residency rule is more relaxed in Rugby too.
