To be fair, he's done the job that Leigh needed him to do. They have won the cup, everything else that you need to get into SL is outside of the coaches hands. Finance etc.
For Leigh this means they can probably spent less on the top level coaching staff now, and with their financial backer no longer there, although the club may not say it, it may help to not have the drain on their reasources in a role that has already done the job in season 1.
If Millward stayed for a further 3 years, he could still miss out on SL with Leigh but due to circumstances that he has no input into.
If it was P&R, then maybe he would have stayed and taken his chances via on field performances, but it's not P&R its franchises and obviously Millward wants to take another tilt at the big time, before everyone starts to see him as a non-SL coach.
