The rule changes proposed by memeber clubs were :
a) From divsiion 5 and below all clubs that have a fixture against an A team, if the A teams first team does't have a fixture the other team has the right to postpone the match.

The management then made some rule changes that were voted on en bloc:

Clubs can only request 2 free weekends per season and must give 4 weeks notice.
The breaking rule points for referee assesssments etc now equal autmatic fines.

A secret ballot with 54 member clubs voting.
Queens - FOR 3, AGAINST 50, 1 ABSTENTION
Warriors - FOR 4, AGAINST 50,
Old Boys - FOR 10, AGAINST 43, 1 ABSTENTION
Oulton A - FOR 24, AGAINST 30,
East Leeds A- FOR 21, AGAINST 33,
Bingley & Bradford Pumas- FOR 27, AGAINST 27 -management to make final decsion'"
So as we know Hunslet Warriors and Queens are two quality sides, Is it a genuine fear from the Penine Clubs of allowing these top teams in?, Fair enough with Queens and there problems but the Hunslet Warriors have more than cleaned up there act...
