The programme I have had sight of always had it going in, in October and suspect that will not change now and it could run into November.

Because it is not straight forward (sorry, it just isn't) and there any many hoops to jump through. Now that you and Wakey are safe the RFL are going to give you both at least the 3 whole years to start building. The only way either of you would get booted out before then, is if something goes wrong big style. I think Wakefield still have that danger hanging over them because if NM get turned down (which it looks unlikely to do, but is possible) then they could go early but I think you have the full three years to get started.
Now, there is an urgency to this but equally if they try to rush things, it could back-fire! They need to avoid the possibility of a PI and it would be better to take 6 months longer on planning now to save 12 months a little later on, if you know what I mean.

You can't enter a construction contract (or any contract for that matter) knowingly short of money to pay for the whole of the work covered and let under the contract. So, they could produced a staged contract, but then you could end up like Halifax, with half a new stadium, not really ready to play in! Get the money and start the build then would be my take on it.
