Hunt has absolutely no legal requirement to accept responsibility for anything. Tucked away in the NHS bill was a little piece of legislation that relieves the Health Secretary, his ministers and even the DoH of any responsibility for what happens in the NHS. It is all the fault of doctors, nurses, CCGs etc.
