The legislative mess was not caused by the court of appeal, it was caused by ill-thought out legislation. The blame lies with IDS and the DWP.
I must take issue with the OP's use of the word "dictatorship" though. As much as a I find our recent executive legislatures repugnant, we are still far from living in a dictatorship.
