Perhaps, but I can't see why a 1.4 207 would be so desirable (no offence!) as to go to the trouble and costs of importing.
A 1.2 Clio is probably rare in the States but I can't imagine many are imported.
It could be legit but I'd still stay well clear if I were you.

I have told the buyer that i would want the funds in my account via paypal before i release the car. The DVLA stated that if I write to them saying who i sent it to and when, then they will send a letter saying that the vehicle is no longer my responsibility as of the sell date.
Surely, if it is a scam, this should not be my problem after this?

One PayPal scam works like this:
1. Payment is confirmed as made
2. You sell the goods.
3. Buyer tells Paypal it was an unauthorised payment.
4. PayPal reverse the transaction, you have no money, no goods, and a hard road looming ahead.

How could i prevent this scam from occurring (apart from not selling the car)??
Withdraw the paypal funds, keep records of all emails and documents etc.

| Shipping wise he's gonna be looking at around £1200. Plus the cost of transporting it half way across the country.
It's got to be a scam. Had it been a rarer/ vintage car I could of understood him going through all the hassle and cost's involved. But in this case it's screams danger signs.

| Unless you are getting a very favourable price, I'd forget it.
There are too many potential risks and you've got all the extra work. You may lose the car and not get paid, you may have a psycho getting hold of your bank a/c details and address, do you know the law in the US on this sort of thing? For all you know if the car gets used in a crime / terrorist event you may have some liability and may get an expenses paid trip to Cuba. Wouldn't touch it with a barge-pole myself.

| A 1.4L hatchback is definitely a rare car in America though. You could pull a crowd of mulleted denim jacket wearing tyre kickers at any small town car show with one of those. You'd get the full gamut of amazed responses from "I wouldn't want to collide head on with a pick-up in one of those" to "I wouldn't want to collide head on with a truck in one of those".

Not so. You withdraw funds against an item believed to be cleared. It doesn't clear. You just owe the money to your bank.

I would never use paypal for such a transaction and I use it every day.
Western Union or nothing in this case, with the possible exception of an on-line escrow service
