Apparently the labour government failed to pay correct duty on garlic imports, falsely classifying imported garlic from China as frozen, instead of fresh, as frozen bears lower import duty (which is then paid into EU coffers).
The EU claims the UK thus fiddled its import duty by £15m, and won't pay it back.
