I believe that Sky allocate some money and you can use it pretty much as you want. Might be free tickets for schools or hire a band for pre match entertainment - whatever. You have to agree it with the RFL though.

I meant in practice its very difficult to get a big crowd when its on sky.

You'd be surprised.

People see it as a big event because it's on t'telly.
