There are no restrictions on the subject of teams per city.
If your application is accepted you will be given the means to create a franchise, the law would not allow such a monopoly of one very large inhabited area by one business, when there is viable competition.
You cant just ignore basic business rules, one organisation may be able to attempt a buy out/take over of the other, if only to strip it down and sell it for 'scrap'. But even in situations like sport the main aim is to make cash, and where cash is involved things are carefully monitored to ensure there will be no monopolising, allowing larger companies to engulf smaller ones to have control over one entire sector in any given market.
