Two things i find wrong with your proposed rules DM, firstly they are simple common sense rules, the RFL don't do common sense. secondly , i honestly believe its the super league sides pulling the strings, not the RFL .I think it's up to clubs in the championships to agree rules to regulate it, but im not convinced all want to.
