I was always led to believe that the quota or non fed restrictions where brought in to encourage clubs to develop young English talent, so we would be able to challenge on the international scene?
Surely if he makes it in the game he would be eligible to play for England?

Or maybe Rule plans on trying to get the RFL to change the rules on Union players from this country been classed as non fed players. The clubs all meet end of the season and discuss/vote on things like this. He's got 2 seasons to get the RFL to change the rule to make it more fair. That'll be why his contract ends 2011, when he turns 21 and becomes non fed under current rules.

He would have been classed as a home trained player until the begining of 09, but after that he would have gone back to a quota player, as he wasn't at your club for 3 years before he was 21.

The last version of the rules I saw said something to the effect that, exemptions can be applied for and will be considered on a case by case basis, so I think there will be flexibility and room for common sense 'interpretations'.

Different structure as to how it works in union.

Lets face it decent british props are thin on the ground, he certainly has the size and can obviously run with the ball having gained various representative honours in the u18's. If he doesn't work out so be it but we need to start looking for our next bunch of props because good ones are going to become like proverbial rocking horse manure.

It happens a lot more than in any other sport. You're right that there are a lot of kids aged 19 playing premiership, but the usual age for debut is around 22.

If they're good enough they'll be in the right place.
