What position would you use the quota spot on though? Personally want to either see Hall (my preferred option) at centre or briscoe.
We won't know if they're gonnabe SL quality players unless we play them in their correct positions. I think using Hall and Briscoe for roughly half of next seasons games each at centre would improve them no end.
What available players are there to take up a quota spot which would improve the team in a position we are short of????????

| We are a good position at the moment, and if we do have a quota place available (god knows how) than even better.
I would be happy to go into next season with our current squad, plus Whiting, Turner and King (I know he has his critics but have been impressed with him recentley.
We can wait and see who becomes available and even nobody does then use it on Moa for a year.
Unless a top centre becomes available i wouldnt use it for that position as I would like to see hall and Briscoe battle for that position next year.

Burnett
Washbrook/Whiting

Thats how i would line up as we have washbrook and whiting who are worthy of the 13 shirt IMO and therefore both should play. Would have whiting or washbrook as second row like mcmenemy/chester who can kick decent passing game etc.
I want to see players like radford/king/thackray away from my team and would like to see if we get injuries bringing a young lad from the reserves/academy in same position instead of shuffling 3 players around to accomodate for an injury ie if yeaman got injured put either hall or briscoe straight in or if tansey got injured bring jack briscoe in
Unless we blood them slowly as we see saints and leeds do when they get injuries we are never going to develop our own youth into international players as saints and leeds consistently do
hopefully you aren't all bored to death of my ramblings by the end of this post

Unless he's one of the players becoming a federation trained player, his contract started Nov 07 and the excemption applys to all players who were in the British game before Feb 08, as long as they apply in the last year of their contract, which for Cusack is this year.
I know Kosh is going to dissagree with me on this but im certain the excemption rule applys to all players in the game before Feb 08.

I also disagree. The operational rules still state a maximum of 5 overseas players. The exemption applies to the non fed/club trained players.

I was the one who e-mailed the RFL about the excemption ruling and when they replied, they mentioned nothing about it not counting for the quota player.
A non federation player is one who hasn't trained at a British club for 3 years before he was 21, a quota player(or overseas) is still classed as a non fed player.

| The e-mail I just send the RFL
Quote I was wondering if you can help me out again. After your previous e-mail, I thought I had a complete understanding of the overseas quota ruling for next season but recently my club has said we have 1 maybe 2 overseas spots available for next season. My understanding was that we had used up all our overseas quota, so I was just wondering if you could help me understand how I may be wrong in thinking this cos its not only baffling me but it is baffling most of our fans.
As I understand it, next season a club is allowed 6 non federation trained players(with a max of 5 quota) but players who was in the British game before Feb 08 can apply to re-classified as federation trained player, but they can only do this in the last year of their contract and will not be classed as a federation trained player until their new contract starts.
We have at the club 2 players(non quota) who were playing the game before Feb 08, who as I understand can apply to be re-classified as fed players. One of these players is out of contract at the end of the season, the other is contracted until the end of the 2010 season but was originally contracted until the end of the 08 season before signing a extension in Feb 08, did the latter player have to apply to be re-classified as fed trained before his last contract ended in 08 or does he have to wait until his the last year of his current contract which is the 2010 season before he can apply?
We also have 2 quota players whose contracts started in Nov 07, can they apply to be re-classified as federation trained players or do they have had to have played in the British game in the 07 season to be able to apply to be re-classified as fed trained? I ask because one of these players is in the last season of his contract and has signed a 1 year extension for next season.
Apart from those 4 players we have 3 more overseas player, two of which are classed as quota.
As I see things, my club has 6 non federation trained players signed up for next season(4 of which are classed as quota), and have 1 out of contract player who can apply to become a federation trained player for next season.
The club however are telling us that we have 1 overseas place left available and 2 if the out of contract player doesn't re-sign.'"

Why would they apply the exemption to the overseas players when we have every legal right to limit those numbers?

They have no legal "right" to employment in this country. Therefore the RFL can impose a quota on how many each club is allowed to employ. Anyone with an EU passport has a legal "right" to work in this country.

Its not the quota issue itself, but the exemption rule. I think that by preventing an individual player from applying for exemption status on the grounds of their nationality it could be construed as racial discrimination.

A centre would slot in alongside Yeaman. Briscoe would play mainly wing for another year competing with Calderwood and Raynor whilst also covering centre.
A 6 would play at 6 alongside Long. Horne would then move to centre or even to fullback if we decided to utilise Tansey from the bench, but more than likely to centre.

Not really. Any player who met the other criteria for exempted status but was an Australian for example, rather than say a PNG national, and was refused exemption on those grounds may have a case imho.

Legally we cant stop any club employing as many EU passport holding players as they want. We can, however, legally stop them employing as many Non-EU passport players as they want.
The clubs have agreed to the rules regarding fed/club trained players but legally it couldn't be upheld.

Correct, but not in this case. The Race Relations Act 1976 defines racial grounds as including nationality, ethnic or national origins.
