That would be my take on it. Seems strange that he keeps mentioning it though. I cant see any way that it takes him off the quota. Not altogether sure it makes getting a Visa easier either.
The only logical reason i can think of for him going to Tonga is that he fancied a wrestle in the drink with the Prime Minister.
