How I understood it was that they're voting on two separate rules.
The first is a marquee player exemption, whereby a maximum of £200k count towards the cap, for one nominated 'marquee' player. As an example, we could sign Greg Inglis
for £500k a year, but only £200k goes onto the cap. This is the Koukash rule. It'll hopefully see a higher calibre of player come to SL, the next tier of quality than that we have at the moment.
Then there's the home grown player rule, whereby one home grown player who has come through the academy I believe is exempt should they be paid £200k+. So, for example, if HTW turns out to be a world beater, we can pay him what he's worth without it having a detrimental effect on the rest of the squad. It only really applies to those top English players who may have their head turned to go elsewhere, like Watkins, Tomkins, Burgess etc. The club gets the benefit from bringing the youth player through.
Both rules only benefit those at full cap, but my opinion on that is, why should SL be held back by the few clubs that can't afford full cap whilst we see some of our best players leave.
