It's been the plan for the last 2 years, and was part of Browns remit to "get him ready" - obviously another year would of been nice, but Brown seemed to feel his job was done.
I don't see it as a risk, no one knows what's expected better than KC and trust the people in charge to of judged correctly whether he's served his apprenticeship... Of course the acid test is how he uses our remaining cap space before the season kicks off...
