while i think there has to be some limit as to how much each club can spend to prevent clubs with big financial backers buying all the best players.
so my suggestion is to reward clubs for being succesful at the turnstiles. by this i mean have a baseline average attendance of lets say 5000, and every 500 over that allows that club to spend extra on the cap, lets say by £50,000 for the following season. this way the fans can vote with there feet and have a direct influence as to how much money there club can spend on players.
obviousley im just plucking these figures out of the air but you get the drift. also it would potentially get the fans attending that only go when there team are winning (me included sometimes).
Also i think away fans should be taken into account (this would mean away fans going through seperate turnstiles), and it would make all the hard earned money that we spend on away trips seem sweeter.
i know its a bit radical but i think it would make the fans feel so much more part of there club.

The 50% should be brought back asap !! Getting rid of it was a joke and was a major factor in our little neighbour's survival in SL. They were the first side to be able to come up and spend money that they couldn't afford.

At least it was easy to understand. There could be no real confusion anyway. It should be brought back, with the franchise systems it makes more sense than ever.
