Absolutely, no idea. Who knows whether it's been resolved or not? Either way, Waystone will be doing more than just the stadium so I'm sure they'll pay for it regardless.

| "One stumbling block has been the fact that some of the land needed for the development is owned by third party retail outlets.
The developer asked the council to consider the use of compulsory purchase orders (CPOs) on the access road for road improvements to be carried out.
The report says that council officials thought that that step was "too onerous an obligation for the council".
It says: "The developer had originally asked the council to commit now to pursuing compulsory purchase orders but officers felt this was too onerous an obligation."
Seems WMDC think it is not desirable to use CPO in this case...

That's a very weak business position to be in, especially when you already have a finite budget.
If the owners of the land know that you must have it, they will take the developer to the cleaners - this is why they wanted CPO, as it would be a fixed price based on rateable value, not development value.

| Can anyone explain the Cas statement for me.
What does the guarantee actually mean? Did this arrangement not exist before? I assumed that as Cas have been aiming to sort the stadium at GH for a long time now that the actual land would have been sorted?
Whats the status with Wakey re the Newmarket land?

For me, spin like this is worse.
I don't trust deliberately opaque language. I prefer people to be straight forward and honest and speak in plain English.
If he believes the building work will start in Spring 2011 then just say 'we expect building work to start in spring 2011'. Then if it is subsequently delayed for some reason, explain those reasons.
If he really has no idea when or if it will start why bother to give a date? What is the point in saying something so vague and meaningless? Cas fans now expect building to start in Spring 2011 despite the fact that he didn't actually say that.
Spin is a discredited tactic of the '90s

The land to to be CPO'd is a few square metres of grass verges in front of B&Q, The Ford dealership, and behind Mc Donalds and Pizza Hut . The Council resolved to use their powers to persue CPO's at no cost to the council. The cost will be refundable by the Waystone.
Don't forget that this is not just to facilitate the stadium but all the rest of the surrounding development in the Waystone Scheme.
