Absolutely. My take is that membership will count as part of the criteria, some time in the future. The statement from the RFL Compliance Manager seems pretty unequivocal to me:

"However as clubs move to more flexible membership and season ticket arrangements in order to grow their supporter base, this criteria will be reviewed and amended to ensure that Licensing keeps pace with the initiatives of our clubs”.

No time frame here. Just as easy to say "the number of members a club has is a criteria in the assessment of any application". But he didn't say that.

…and it’s just as easy to say members don’t count this year but will for future applications. Perhaps they are being deliberately woolly to maintain ambiguity.

In my opinion the thought process of members potentially counting 3 times in order to meet the magic 5000 members/season ticket holders criteria was a little farfetched, but whether the club have interpreted the ruling right or not we will see next Tuesday. Whether they deliberately misdirected people appears to be cleared up as they seem to genuinely believe it does count.

But to be honest, whether it is a direct criteria or not (and the rugby league are not particularly clear for this round) it can't hurt can it.

True, but in the RFL's eyes it may not help.

It shouldn't deflect from why the lottery was set up in the first place, you're right.
