There are lots of ways clubs can legitimately spend over the £1.825m cap without breaking any rules. Clubs have marquee players, homegrown player allowances, and the ability to ask the RFL nicely to be able to spend over this limit.
Without knowing the details, I assume the intention of the statement is saying that Wakefield are the only club not to exploit these rules to spend over.
That doesn't mean the clubs are breaking the salary cap, or due punishment for it.
