I thought the rule was changed to how it was to stop the spectacle of a player watching a slowly rolling ball rather than just picking it up with his foot out and bolting for a quick tap. Yes, it was negative but it also speeded up the restart. I suppose it's swings and roundabouts.
It doesn't apply where the ball doesn't bounce first, but it talks about the ball being "stationary". I thought that was always the case. It is the slow bobbling ball that is the problem.
