Its always been there on the players shirts but not the replica shirts. I think its a 'grip' to help catching the ball etc... Similar to the Australian RU Shirt.

Spot on except it doesnt help catch the ball but stops it slipping on the shirt whilst running most teams have it just you cant see it from a distance, unless they have slid on their front in the mud n it shows it up
