From what I read the visa situation goes back to their pre-SL days.
According to some on the Crusaders website, some players were on student visas as they were enrolled on courses at the College. This entitles them to have a part-time job but not be employed full-time.
There was always the suspicion that the salary cap was being broken with the RFL turning a blind eye. It could be that the government knew how the players were getting paid and decided to investigate.
Of course that's just my view.
