| One would hope that FIFA could see the sense in organising their 8 groups on a geographical basis, with a bit of leeway regarding ground capacity.
An English-hosted World Cup could thus shape up:
Group A : Old Trafford and Eastlands
Group B: St. James & Stadium of Light
Group C: Anfield (new) and Goodison (new)
Group D: Two of City Ground/Pride Park/Walkers Stadium
Group E: Two of Elland Road/Hillsborough/Bramall Lane
Group F: Villa Park and one of St Andrews/Molineux/Ricoh etc
Group G: Wembley and Emirates
Group H: somewhere in the South
This covers everywhere geographically apart from the non-London South and the South-West. So, rather scuppering my regional-based focus, I'd split hairs and suggest Southampton and the Millennium for 'Group H'...

Rival codes help Australia's 2018 Football World Cup bid
THE NRL will allow soccer first access to its venues in a bid to help the rival code win the 2018 FIFA World Cup for Australia.
Officials from rugby league, union and the AFL have offered their support as a friendly gesture to soccer to help the nation snare what many regard to be the biggest sporting event on earth.
The World Cup finals are traditionally held from June to July - right in the middle of the NRL and AFL seasons.

You can cross a few of those from your list.
You can't have three London grounds, so one of the Emirates / White Hart Lane would have to go.
Elland Road and Hilssbrough still have resrticted view seats, so that won't happen unless there is some serious redevelopment (and given the financial situation of the two, that's unlikely).

Australia Socceroos beat Bahrain in World Cup qualifier THE Socceroos escaped with a barely deserved 1-0 win this morning in Bahrain after a World Cup qualifying display to embarrass all concerned. Against an apparently weakened and vulnerable Bahrain, Australia played without structure, intelligence or style and a goal in injury time from Mark Bresciano was grand larceny in stealing the points.
From the off there was a lack of belief that suffused the entire team. Pim Verbeek has some harsh questions to ask of his highly paid stars, even allowing for Bresciano's goal which came when he chased down a loose clearance with 92 minutes on the clock and smashed the ball home .

'" You might want to start by getting some of your facts right, the decision on the hosts of the 2018 & 2022 World Cups will be taken in June 2011. 2018 will almost certinly be held in Europe, with Australia being favoured by many at FIFA to host it in 2022.

FIFA has confirmed today that both the 2018 & 2022 WC's will be awarded at their congress in December 2010.
Quote At its meeting in Tokyo on 19 and 20 December, the Executive Committee confirmed that FIFA will open a simultaneous bidding process for two World Cup tournaments. Interested Associations will be invited to submit applications for either the 2018 FIFA World Cupâ„¢, the 2022 FIFA World Cupâ„¢, or for both tournaments. For 2018, four of the six Confederations will be eligible to host the tournament. CAF and CONMEBOL are not eligible at they will host the FIFA World Cups 2010 and 2014.
Bid Registration forms will be sent to all Associations in January 2009, and the FIFA Executive Committee will appoint the two hosts at the climax of the bidding procedure in December 2010'"

Maybe the German clubs got around it because of the fact their grounds are bigger when they turn their seating into terracing? Also, maybe the rules were changed after they were given the WC?
