I think it's far too early to be claiming Mancini as a tactical maestro. The season's very early and nothing meaningful has been played yet. Yes, City have started out well, but so did Chelsea last year and they soon went off the boil. The signs look good for City, but we'll see how strong they are once they have to start balancing the ship between the league and Europe. They have a squad strong enough to go far in Europe and win the league, question is, do they have a manager good enough to do that, as he certainly couldn't do it with Inter, which is the only yardstick we can measure him by at the moment. I personally think City will fall just short of winning the league and will reach the CL quarters. Winning the CL is generally something you build to and achieve over the course of say 2/3 years of sustained improvement, I'd be very surprised if City got to the semi's in their first year.
