Yeah but each team only gets an extra 100k to distribute among it's international players. Wigan have 7 at the minute, which equates to just over £14k each if it's divided evenly. Ok it's a welcome increase to English players but not really a lot when you compare it to the pay increase that tempted Joel to RU is it? It won't make a blind bit of difference once Union's claws come back in again for another of our talented youngsters

The one time when there was a large influx of money into the game was at the time of the Super League war and that coincided with a large decline in Britain's performance. Despite loads of average British players getting six figure sums for signing with the ARL rather than Super League, compare the standard of GB team in the period 1996-1999 with the period 1992-1995, it didn't go up by any means.'"

| £100,000 is no where near enough. If we are sticking with a £1.65 million salary cap then I would have liked to have seen £300,000 on top of this for such an allowance.

Not really the biggest cap. I imagine Wire, Wigan, Saints and Leeds will all get the maximum allowed dispensation as they provide the bulk of both squads. I wonder if providing players for the other home nations will be considered?

In case you missed it the Premier league is chock full of foreign players which has a lot to do with England's failings. They do not have the club trained and federation trained player rules RL has. Yes English players in the premier league are probably overpaid when compared to Spanish and other top soccer nations players but I don't see the parallel with RL. With this system it will most likely be just Internationals who get the dispensation. Just about every English premier league soccer player is paid a small fortune.

That is irrelevant. Unless the threat is imagined they are clearly good enough to command higher wages. If there was no demand for them they could not command the higher wages.

Paying them a poor salaries isn't going to change it either.
Joel Tomkins would have walked into that England team and would have improved it further IMO. He can't now because he has gone from the game.
As to the ARL SL war what are you on about there? Few British players actually went. Wigan certainly paid high salaries to keep certain players here but to say it coincided with a decline in Britain's performance is highly debatable and the implication they should not have been paid increased salaries misses the point completely. The current situation is simply that if our clubs are not able to pay higher wages the players [iwill[/i leave. Which means the demand for their services must be there whether that is within the NRL or RU. Those bodies must think they are good enough regardless of how England fare and it is simple economics that this will drive their wages up.

Leeds also have 10 players in the England and Knights squad, Ablett, Bailey, BJB, Hall, Mcguire, Sinfield, Peacock, JJB in the England squad Hardaker and Clarkson in the Knights, but it also says you receive dispensation for the players you produce but no longer play for you so Leeds should receive dispensation for Carvell, Morley, Broughton, and Gale as well. A total of 14 players, whilst Wigan only have 5 players in the England squad and Knights squads, McIlorum, Tomkins, Mossop, Farrell, Charnley. So do Leeds get a dispensation 3 times that of Wigan? Or have Wigan received the full allowance?
Im not sure why the RFL have chosen to go down this route, its a fudge with obvious operational issues, and a massive lack of transparency and its half d and doesnt go far enough.

Add O'Loughlin, Prescott, Joel Tomkins and a half for Luke Robinson to your Wigan list.
Hardaker Featherstone, Ablett York?, Peacock Bradford, wouln't count as full dispensation.

How can you say it's half d when you don't even know the details? You also can't count Carvell, Broughton and Gale. I don't think it will include players produced and got rid of (especially one you binned in 1999).

Why not Carvell, Broughton or Gale? All three came through the leeds academy, and it specifically mentions players who go from one club to another (using the examples of Shenton and and Westerman for cas) being eligible for a dispensation.
And I say it is half d because everything mentioned by the RFL in regards to it is either so pointlessly vague as to be useless or so ridiculously lacking in transparency as to encourage conspiracy theories.

arent gb reforming in 2014 for a tour down under. in which case there wont be any knights or elite training squads for players to be part of and qualify for dispensation. which raises another question. do the teams only get the dispensation while the qualifying players are part of knights/ETS?. say for example a player is in this years ETS squad and his club give him an improved longterm deal using the cap exemption. then next year he isnt selected for ETS squad. does hi club lose the exemption and go over the cap unless they lose other players?
Also why have threads discussing the cap exemption disappeared all over RLFans? there were thread on virtual terrace and leeds boards for certain yesterday which have now disappeared and a thread discussing it has has also gone from totalRL.

Because all three were deemed surplus to requirements at Leeds. As for 'why only £100,000?', because most clubs can only afford £100,000, some can't afford anything. I would suggest that if you're looking for the full details, have a look at the SC regs and you'll find out within a very short time why the whole thing hasn't been published. Failing that, you could always write to Julian Assange.

It seems an awfully round number to, by sheer coincidence, be the amount most clubs can afford and how many do you mean by most? Im pretty sure you have simply made that up. Along with the ‘deemed surplus to requirements in the view of the RFL’ disclaimer you have also invented.
Is there anybody who isn’t simply making things up on the spot who could maybe answer for me?

What. on earth are you on about? That was me suggesting they were deemed surplus to requirements at Leeds. How do I know most clubs can only afford £100,000? That seems fairly obvious to me. We are living in hard financial times in case you hadn't noticed. In any case the figure quoted is 'up to £100,000.' As I say, look at the SC regs, they are so complicated that you'll soon realise why the details of the new dispensations have not been published.

| So Carvell, Broughton and Gale will count for Leeds like Westerman and Shenton did for Cas. You just don’t think they should because they were released relatively early in their careers (though at 1st team squad member status)?
If its up to £100k and clubs are expected to only spend what they can afford why not up to £200k if a club can afford it? Or £300K?
It’s a fudge, it’s the RFL’s half d attempt to please both sides and end up pleasing none. It could have been clean, simple and transparent if the RFL simply said, we cut the SC by £100k and you can nominate 1 marquee player and pay him whatever the hell you want and it doesn’t count on the cap (in fact they should go much much further but they are clearly desperate not to)

I have to agree with you. Im grateful weve been able to keep Sam in RL and at Wigan but these new rules dont seem to make any sense at all going forward imo. It needs to be a lot more cut and dried like if a player has come through your academy his wages only count 75% to the cap or something along them lines.

Make the cap £1.25 mil, but players from your own academy only count up to 50% of the cap.

These are the details that we don't know. How long does a player need to be in club's academy system before they count for dispensation? Do they have to have played first team before they move on to count?

There's an awful lot on the SC we don't know. The whole thing is extremely complicated. Rogues published the entire document last week and I'll bet most people gave up after the first page.Do we really need to know the ins and outs of the dispensation? Anyway, the clubs seem to be relatively happy with it, apart from Neil Hudgell at HKR, who may now be questioning the wisdom of having 11 non-England qualified players in his squad.
