If outsiders count, then it has to be Welshmen Jim Sullivan followed by Billy B.
Of course Sullivan won't now get it, as his fans are now mostly dead. But his record and length of service to Wigan RLFC amounted to decades.
If it's a local lad then it has to go to Sean Edwards.

Jim Sullivan has the greatest Wigan career. Shaun Edwards was immense. It has to be one of these two but as has been said, Billy Boston is an institution in Wigan and I also admire Martin Offiah, Gary Connolly, Andy Gregory, Andy Farrell, Kris Radlinski and Ellery Hanley.
Not bad from a Saint eh!
