yup, correct on all points. However, all this does is allow those squads who routinely flout the off-side rule to get away with it.
And then we're back to inconsistency. There are some refs who can't judge 10 yards if their life depended on it, let alone add a couple more. Also I remember one game last year where the ref was taking us back 10, but the opposition routinely got 8 or less (admittedly, I can't remember the ref or who we were playing).
It should be teams who're forced to comply, not refs adjusting to accommodate poor play (deliberate or otherwise).
