Got to agree there. The player was motionless on the ground so if he'd wanted to stamp on him, he'd have stamped on him. May have been an attempt to provoke a reaction, who knows, but he's not the first player to have done that in the game!
Stamped on the ground, didn't make contact with anyone, so no case to answer. If - and yes, if - he'd made contact then a multi-match ban should have been delivered, but no crime results in no punishment
