It means education for Hock or rehabilitation for Hock not Hock doing the educating or rehabilitating of others.

His qualification for either job are what exactly? "Look at me I have been found out, don't do it." is about as far as it goes.

I don't quite get why anyone would interpret the rules that way. The club can oay for Hock to go to a clinic or whatever. It cannot employ him to do a job.
