Sorry, but I have no ing idea how he can base this on anything other than his total and utter failure to achieve anything of note in the last 24 months.
He took a game east last year and we attracted the second worst gate for the visit of Bradford in the 17 seasons of SL. Farther east, we gave away 1,000+ tickets and piggy backed on a festival of RL to get 300 more fans than we normally average for the visit of Hull.
We were based in SE London 1996, 200 and 2001....at which stage we averaged 3,232 and moved West to Brentford.
Brentford is the ONLY stadium we have called home where we actually GREW attendances....this isn't an opinion based on failure, it is a FACT.

24 Months into his tenure and he has wasted club resources on a rebrand, given a contract to one of his mates to supply gear to the club, designed a club shirt on the basis that he'd be prepared to wear it down the pub, hired 2 former co-workers from Cricket into roles they weren't qualified for, then fired them when they failed, stood by a coach who should have been fired at the end of 2011, tried to move the club to Kent, has now gone on record as saying that Twickenham is a Union heartland but offered no evidence to back up this claim and has dropped a pin on East London in his A2Z and in doing so, has written off any hope of attracting fans to the stoop in 2013
Gus Mackay has no pedigree in success at sports management, no prior connection to the game of Rugby League and IMHO not a ing clue as to what he is doing. Every decision he makes seems purely designed to deflect away from his 24 months of failure...573 less fans per game..17% down, substandard replica kit, mid-season review that resulted in action that any fan could have told him was needed, a re-brand that failed in it's stated aim, jobs for his pals and now a random statement that East London is going top work.
This is not a personal attack on the guy by the way, I am sure he really is a nice guy, but professionally, he is out of his depth IMO.
