What they should have done is used common sense judgement from the start.
They have to answer one question:
Is the defender actively trying to remove themselves from the ruck area without deliberately impeding the attacking side?
Yes - play on
No - penalty to the attacking side
Yes but is being deliberately impeded from doing so -penalty to the defending side.
already seen the benefits .... number of occasions where players would have tried conning the refs in two games i have seen since changes but the players are actually playing the game the right way now
