I posted the other week about the reasons the council wern't gritting pavements. If they did and some one slipped on unmelted ice they could claim against the council as the works hadn't been carried out 100% but if the don't grit the pavements and someone injures themselves the council can claim "act of god" this is a result of the claim culture we have in this country thesedays
