I don't think the avg of the lowest is a good marker, as surely that club got over that average for some games.

I think average of the whole of SL should be used for stadium capacity IMO

Clubs have two years, upon promotion to the Championship, to either make their grounds all seater, or simply close the terraced ends, hence the current mess at Blackpool.

Yes they are. You can't be promoted into the Football League if your ground's not up to scratch. It's the same in the other semi-pro leagues, which have off-field requirments as well as performance based issues for P&R, just like RL used to.
