Fill the 5 litre and pour it into the 3 litre. This will leave you with two litres in the 5 litre bucket. Empty the 3 litre bucket, then pour the two litres from the 5 litre bucket into it. Then re-fill the 5 litre bucket and pour into the 3 litre bucket that now already contains two litres - once this is full, you'll be left with four litres in the 5 litre bucket.
